Our Brief

To help raise awareness and build local and regional support for the Watford Health Campus - a £1bn regeneration project that includes a major new acute hospital, redeveloped football stadium, 300 new homes and commercial uses.

Added challenges


A new PFI hospital is a highly political issue. In addition, a new hospital located in Watford immediately becomes contentious issue for other communities in West Hertfordshire worried about the future of their own local hospitals. Traffic and transport is major headache in Watford, compounded by match traffic for the Football Club.

Our approach

Quatro organised a comprehensive public consultation programme in which we:

  • Co-ordinated a detailed briefing programme for local, regional and national opinion-formers and decision-makers;
  • Ran a six-week-long consultation roadshow which visited all the main communities across the region;
  • Produced consultation materials including a newsletter and interactive website;
  • Initiated a regional media campaign in support of the consultation;
  • Organised a well-attended Parliamentary launch;
  • Led positive briefings with key stakeholders;
  • Achieved significant positive coverage in the local and regional media;
  • Arranged several well-attended consultation events.

Impact

Watford Borough Council's Development Control Committee granted planning consent to the Watford Health Campus masterplan on 15 May, 2008.

The consultation generated significant interest in the project and an overwhelmingly positive support for the project.
